The applicant found or was informed that the name of the importer/buyer is identical or very similar to one of the parties in the Strategic High-Tech Commodities (SHTC) Export Entity List or controlled list of the TITA.
以直接或間接方式出口戰略性高科技貨品至俄羅斯或白俄羅斯。
Direct ot indirect exportation of strategic high-tech commodities to Russia or Belaruus.
客戶或購買代理商不願意提供產品最終用途的資訊。
The customer or purchasing agent is reluctant to offer information about the end-use of a commodity.
產品功能與購買者的主要產業不相符，例如小型麵包店卻訂購了精密電腦。The commodity's capabilities do not fit the buyer's line of business, such as an order for sophisticated computers for a small bakery.
所訂購的產品與運送目的國家的技術層級不相符，例如將半導體製造設備運送至没有任何電子工業的國家。
The commodity ordered by the end-user is incompatible with the technical level of the country to which it is being shipped, such as semiconductor manufacturing equipment being shipped to a country that has no electronics industry.
當產品價格十分高昂，一般的銷售條件都是先賖款後付帳時，客戶卻願意以現金支付貨款。
The customer is willing to pay cash for a very expensive commodity when the terms of sale would normally call for financing.
客戶幾乎或完全没有商業背景。
The customer has little or no business background.
客戶對產品效能特性不熟悉，但仍執意要購買該產品。
The customer is unfamiliar with the commodity's performance characteristics but still wants the item.

A freight forwarding firm is listed as the commodity's final destination.
運送路線對產品及目的地而言是不尋常的。
The shipping route is abnormal for the commodity and destination.
包裝與運送或目的地所述方式不一致。
Packaging is inconsistent with the stated method of shipment or destination.
發生問題時，購買者態度閃爍，特別是對於購買產品是在國內使用、用於出口或用於再出口交代不清。
When questioned, the buyer is evasive and especially unclear about whether the purchased commodity is for domestic use, for export, or for reexport.
客戶願意支付超過市值的價格。
The customer is willing to pay more than the market value.
前述所列之各項檢核條件，均已善盡商業調查責任且經審慎評估，並提交作為申請戰略性高科技貨品輸出許可證之主要依據。如有虛偽不實，願負法律責任。
The applicant has fulfilled our due diligence, carefully evaluated each of the indicators above, and now submits this affidavit as the primary reference to apply for the SHTC export license. We will bear full legal responsibility if the contents of this affidavit are false or inaccurate.
