Memorandum of Understanding between the European Commission
and the United Nations Environment Pr ogramme
Introduction
--Welcoming the longstanding cooperation on environment in the context of sustainable development
and poverty eradication between the European Commission and the United Nations Environment
Programme (UNEP)
--Considering the need to further deepen and formalize the collaboration between the Partners to
achieve common goals and objectives by making the greatest possible joint
--The Partners hereby agree that this Memorandum of Understanding (the ‘MoU’) will replace and
supersede the MoU which was concluded between the Partners in 2004.
Purpose and principles
Through this MoU, the Partners express their wish to enhance their collaboration in common
areas of interest, including through dialogues on related policy matters. Through this
collaboration the Partners will work together towards sustainable development and poverty
eradication at global, regional, sub-regional and national levels as appropriate.
The collaboration on the basis of this MoU will
--Contribute to a coherent and comprehensive post-2015 approach to sustainable development
and poverty eradication, as well as to other related ongoing UN processes;
--Strengthen the mainstreaming of environment into all policy areas, including taking into
account the UNEP inter -agency mandate and the One UN delivery mechanisms;
The Partners have agreed to reinforce their policy dialogue related to potential areas of interest
such as international environmental governance, climate change, green economy, biodiversity
and sustainable management of resources, disaster resilience and disaster risk reduction,
environmental security, science-policy interface for evidence-based approaches, and emerging
environmental issues and the related strategic cooperation to support the implementation of
internationall y agreed sustainable development, climate and environment goals.
Organisation of the collaboration
The implementation of the MoU will be or ganised through
--A High Level Meeting
--Focal Points to service the High Level Meeting, give visibility to its activities, and diss emin ate
lessons and best practices;
--Programme Steering Committees (PSC)
Implementation of subsequent activities, projects and programmes will be detailed in separate
arrangements between the Partners, which would be developed in line with the Partners’
respective regulations, rules and policies and upon the conclusion of this MoU.

Narcotics and Law Enforcement Af fairs
Good morning.
It is an honor to co-chair this regional meeting in Europe organized jointly by the Organization for
Economic Cooperation and Development (OECD) and the World Customs Organization (WCO). As Chair
of the OECD Task Force on Countering Illicit T r ade (TFCIT), it is also a pleasure to welcome our partners
to mobilize our collective commitment to strengthen international cooperation across sectors to combat the
pernicious effects of illicit threats to our economies and communities.
The growth of the global illegal economy is one of the most daunting challenges we face today.
Nowadays we see evidence of how today's global illegal economy is imperiling many of our shared
interests. Illicit Trade is evolving into a convergence, a multi-dimensional matrix connecting an incredible
array of illicit actors, networks, black market facilitators, and complicit financial hubs at critical nodes
measured in space and time.
Tackling the issue of illicit trade in Europe and beyond has never been more timely. Criminal
networks that are engaged in the illicit trafficking of narcotics, counterfeits, humans, illicit tobacco and
illegal wildlife trade, pose not only an economic threat that results in loss of revenue for governments and
businesses alike, but also harms the well-being, health, safety, and security of ordinary citizens.
As these threat networks converge, we too must unite. In fact, the illicit trade in products such as
counterfeits, illicit tobacco, or antiquities sold across European, and other markets, fuel webs of corruption
and criminality – and in some cases, finances terrorist activities across the Middle East and Africa.
Reports in recent years have shown how the trafficking of cultural heritage artifacts, such as stolen
antiquities from Iraq, Syria, and Libya, have helped to finance violent campaigns by the Islamic State of
Iraq and the LevantISIL.
Other forms of illicit trade, such as organized crime and corruption associated in sport or
counterfeiting, pose considerable threats to European economic prosperity and physical security. Over the
years, counterfeit and pirated goods have not only helped terror groups stay in business, but have enabled
them to finance their attacks in Europe and other regions.
I hope that we can expand the network of the OECD TFCIT by adding new members and
stakeholders, so as to develop fresh ideas for countering illicit trade.
In the coming year, we also anticipate strengthening public-private partnerships to counter illicit trade
in Southeast Asia. This objective will be advanced in partnership with the APEC and ASEAN economies
through the APEC Pathfinder dialogue.
In closing, I offer my thanks to all of you and urge your continued dedication to this important work.
Your contributions to this policy dialogue will guide our common path forward. Thank you.

「原住民族語言發展法」日前由總統公布,這是我國對於臺灣原住民族語言的保存、使用、
傳習及研究發展,以「法制化」方式完整保障所立的一部專法,更是攸關原住民族語言保存及發
展的重要法案。此法公布充分展現政府推動原住民族歷史正義及轉型正義的決心,更是臺灣原住
民族語言權利保障的新里程碑。
該法三十個條文中,除了確立原住民族語言國家語言地位,更讓族語老師以專職聘任,公文
得採中文、族語雙語並列方式書寫及成立財團法人原住民族語言研究發展基金會等入法,這部法
律不但強化族語推動力度,更讓族語能力成為「競爭優勢」
原住民族委員會表示,將積極落實執行該法,為臺灣原住民族營造更友善發展的族語生活環
境,以回應族人對原住民族語言保障與發展的殷殷期盼。(完)
