Fenomena Tenaga kerja Indonesia atau TKI kaburan di Taiwan nampaknya
belum berakhir. Menurut Laporan Statistik dari National Immigration Agency
(NIA) Taiwan, sampai dengan saat ini jumlah kaburan sekitar 24,000 orang
dan telah menjadi perhatian sejumlah pihak. Ternyata, TKI kaburan dinilai
sangat berisiko dan bisa jadi pemicu masalah bagi dirinya sendiri atau bahkan
bagi pemerintah Indonesia dan Taiwan. TKI kaburan dapat diartikan sebagai
TKI yang kabur dari majikan atau mereka yang bekerja di Taiwan secara
ilegal, melalui agen ilegal atau bahkan tidak memiliki visa untuk bekerja.
Kaburan umumnya dipicu oleh ketidakbetahan, ketidakpuasan, gagal
menyesuaikan diri dengan kondisi yang ada, pekerjaan tidak sesuai dengan
yang diharapkan, tidak mengetahui saluran pengaduan, maupun dipengaruhi
oleh oknum tertentu dengan iming-iming gaji tinggi atau fasilitas yang lebih

「直接聘僱聯合服務中心」是勞動部所成立的單一服務窗口，協助希望
使用直接聘僱方式的雇主引進移工，並提供各國語言的諮詢服務，而且
還不收取任何服務費用。若是需要重新招募同一看護工的家庭類雇主，
現在有了不同的選擇，可以不透過仲介業者，以「直接聘僱」方式向勞
動部申請移工。直接聘僱最大的好處是不須支付仲介公司服務費，讓移
工實領較高的薪資。不過，即使有些大型工廠或公司已經開始使用直接
聘僱的方式，甚至願意飛到海外去面試移工，但是數據顯示，對於一般
家庭雇主來說，自己招聘移工還是具有一定的難度，仍然是相對不容易
以及不友善的選項。關注移工權益的非營利組織表示，政府應該舉辦更
多的說明會或課程；或簡化申請流程，以協助雇主進行直接聘僱的申請。

Pew Research Center estimates based on census data adjusted for undercount. In 2017, 45% were naturalized
