    1. 依據 Foundation

「前瞻基礎建設─人才培育促進就業建設2030雙語政策計畫」暨「教育部國民及學前教育署補助國民中小學推動英語教學實施要點」、教育部國民及學前教育署113826日臺教國署國字第1135504182號函

According to the forward-looking infrastructure of cultivating talent in light of the 2030 Bilingual Policy Plan (2021-2024), the Ministry of Education's National and Pre-school Education Agencies will allocate subsidization to national elementary and secondary schools to promote the teaching of English, and the Department of National and Pre-school Education, Ministry of Education, Taiwan, August 26th, 2024, Taiwan Education National Office National Letter No. 1135504182.

    1. 目的 Purpose

  1. 配合2030雙語國家之重要語言政策,強化國中小英語教師全英語教學專業知能。

  2. 推動十二年國教英語課綱素養導向課程設計於英語文口語評量。

  3. 激發英語教師教學創意,開發英語學習多元取向。

  4. 收集優良英語教案及口說評量活動範例,建立共享之資料庫,奠定全英語教學推廣基礎。

2.1 To meet the demands of the Bilingual Policy Plan 2030 by strengthening the professional knowledge of English language teachers in elementary and secondary schools.

2.2 To promote 12-Year Basic Education English Curriculum competency-oriented course design with English oral assessment activities.

2.3 To stimulate the creativity of English teachers in teaching and developing multiple orientations in English learning.

2.4 To collect high-quality English lesson plans and oral assessment activities to establish a shared database to lay the foundation for the promotion of whole English teaching and diverse oral assessment activities.

    1. 參加對象 Eligible Participants

本市公私立各國中小(含完全中學附設國中部或小學部)教師(含代理、代課、實習教師)、外籍英語教師、外籍英語教學助理等。

Local teachers, including sub-teachers and trainee teachers, and foreign English teachers or English teaching assistants in Kaohsiung City’s public/private junior high and elementary schools.

    1. 參賽方式:分為國小組(三到六年級)國中組(七到九年級)每案作者最多4每人參賽作品以1件為限

Participation Criteria: Elementary School (from the third grade to the sixth grade) or Junior High School (from the seventh grade to the ninth grade), maximum of 4 persons per team. Each teacher can only submit a lesson plan.

    1. 授課年段:依據十二年國民基本教育課程綱要語文領域—英語文,本案徵選教案之授課年段為三到九年級(限部定英語文課程)。

Year of Instruction: From the third grade to the ninth grade, including English curriculum and English integrated into the alternative curriculum.

  1. 教案設計:可自訂主題或以國中小英語教科書為依據,規劃完整一個單元的教學活動,以24節課為原則。

  2. 參考資料:使用教科書、繪(讀)本、歌曲、簡報、網站及相關教學媒材等,請註明出處、出版社或作者,並提供相關內容節錄(書本、簡報等)或閱覽途徑(歌曲、影片等)。選用教科書或者繪本為教學媒材者,請檢附教科書完整單元教材內容、繪(讀)本掃描pdf電子檔。

8.1.1 The name of the candidate and the school he/she belongs to can only be presented here (Appendix 1).

8.1.2 "Full EFL Lesson Plan" (refer to the format in Appendix 2).

8.1.2.1 Lesson plan format: The lesson plan can be designed based on a theme or on the English textbooks of elementary and secondary schools, with a complete unit of teaching activities over the span of 2 to 4 lessons.

8.1.2.2 Teaching materials: Textbooks, picture (reading) books, songs, presentations, websites, and related teaching media, etc. Please indicate the source, publisher, or author, and provide relevant excerpts (books, presentations, etc.) or access to the content (songs, videos, etc.) to facilitate the evaluation of the lesson plan’s content. If you choose textbooks or picture books as teaching media, please attach the complete textbook unit or the scanned PDF file of the picture book.

8.1.2.3 Relevant documentation of student oral assessment, such as checklists, learning process records, and photographs.

8.1.2.4 Teaching reflection: After the teaching is implemented, self-reflection or lesson discussion and improvement opinions should be provided on competency-based teaching and evaluation.

8.1.2.5 For access to the English and Chinese versions of the Curriculum Guidelines of 12-Year Basic Education (https://www.curriculum1-12.nknu.edu.tw/babies?fbclid=).

8.1.3 Creation of a CC-authorized consent form (as shown in Appendix 3).

8.1.4 Teaching videos (Optional):

8.1.4.1 Video format: 1920(W)x1080(H) MP4 file, please record in "landscape". The teaching video should be edited to present the complete teaching process of a session.

8.1.4.2 Video time: The maximum length of the video is 20 minutes. Videos exceeding 20 minutes will not be included in the bonus points.

8.1.4.3 Sharing method: Share a cloud link of the video to Advisor Hsu: [email protected] at the Kaohsiung English Teaching Resource Centre (KETRC).

  1. 繳交方式與期限:11452(星期)下午4時前,將前項資料依序排列後,彩色掃描成一份pdf檔,以電子郵件傳送[email protected]英資中心徐老師。

Due Date: Friday, May 2nd, 2025 by 4:00 pm

9.5Attached videos presenting the teaching process of the lesson plan implementation: 5% (bonus points, points added based on the presentation in the attached video, maximum 5 points).

The competition is divided into the Elementary School group and the Junior High School group. Each group will be awarded four prizes: outstanding, excellent, superior, and selected; each prize may increase or decrease in number depending on the number of entries, and the ranking of each group may also be deferred if the lesson plan does not meet the standard.

    1. 成果分享 Announcement

()得獎教案授權本市英語教學資源中心掛載於中心網頁,以供教師參考使用,並無償授予高雄市政府教育局重製、推廣公佈及發行之權利。

The award-winning lesson plans are authorized to be posted on the KETRC’s website as a reference for teachers and may be used without compensation by the Kaohsiung Municipal Education Bureau for reproduction, promotion, and distribution.

()優等以上獲獎作品教師,應配合113學年度高雄市政府教育局辦理之口說英語展能樂學計畫「全英語教學公開授課」教案甄選績優示例教學實務分享會,進行「教案發想緣起、設計規劃、教學實務及評量結果」等四面向分享至少15分鐘,時間暫定於114613(星期五)下午130分至16時假鳳山區曹公國小辦理。獲獎人員應於11469(星期一)前將分享簡報及素材傳送至英資中心徐老師信箱[email protected]。完成分享者,每案補助教材教具暨資料蒐集費計新臺幣1,000元整。

Teachers of Outstanding and Excellence works should share their inspiration, the design of the lessons, the implement, and the performance of students for at least 15 minutes in the presentation of “Kaohsiung City Education Bureau 2023 Spring Academic Semester Whole-English Teaching Lesson Plan Contest”. The presentation will be held on June 13, 2025 (Friday), from 13:30 to 16:00 at Caogong Elementary School, Fengshan District, Kaohsiung City. The PowerPoint and the material used in the presentation should be sent to the mailbox: [email protected] before June 9, 2025 (Monday). Those who complete the sharing will receive a subsidy of NT$1,000 per work for teaching materials, teaching aids and data collection fees.

    1. 注意事項 Notice

  1. 參選教案不得為其他公開競賽之得獎教案,如經檢舉查證屬實,即取消參選資格;凡經專案補助完成之教案,未經報備核可前,亦不得參加

  2. 入選教案應遵守著作權等相關規定,如有違反且經法院判決屬實者,參選者將被取消資格並追回所有獎勵。

  3. 獲選之教案將刊登於高雄市英語教資源中心網站,供教師參考下載,參選教案以自行開發為主,舉凡參考資料、圖片、教學媒材等請註明出處。請勿侵害他人著作權,如有違法應自負相關法律任。

  4. 得獎作品之著作權歸屬於高雄市政府教育局(報名時須繳交聲明書和著作財產權讓與同意書),高雄市政府教育局擁有推廣、借閱、公布、印製、發行、重製及公開展示播放、上網等之權利,不另支付酬勞或任何費用,並不作為商業活動之教材。

  5. 紙本資料正本各校留校備查。

  6. 優等以上獲獎作品須於後續配合高雄市政府教育局辦理之「全英語教學公開授課」及口說英語展能樂學計畫相關英語教學研習分享


13.1 The lesson plans submitted must not be the winning lesson plans of any other public competitions. If it is substantiated that this is the case, the participant will be disqualified from the competition. Any lesson plan completed with project subsidy will not be allowed to participate without being reported and approved in advance.

13.2 Please do not infringe on the copyright of others, as you shall be solely responsible for any violations of the law. If a candidate violates the rules and regulations of copyright laws, the candidate in question will be disqualified and all awards will be retracted.

13.3 The selected lesson plans will be posted on the KETRC’s website as a reference for teachers and will be able to be downloaded.

13.4 The copyright of the awarded works belongs to the Education Bureau of Kaohsiung City Government (a declaration and copyright transfer agreement must be submitted when registering). Education Bureau of Kaohsiung City Government has the rights to promote, borrow, publish, print, distribute, reproduce, publicly display, broadcast, and upload to the Internet without payment of any additional remuneration or any fees. It is not intended to be used as a teaching material for commercial activities.

13.5 The original paper copies are kept in each school for reference.

13.6“Outstanding” and “Excellent” works must subsequently cooperate with the Education Bureau of Kaohsiung City Government’s “Whole-English Open Lesson Study” and related English teaching seminars and sharing of the English Learning Improvement Project.

14.1 To increase the proportion of English-only classes and the application of competency-oriented oral assessment activities in the city.

14.4 To enrich the city's database of all-English language instruction and competency-oriented oral assessment activities and shift the educational paradigm.

    1. 本案相關工作人員由學校逕依「高雄市立各級學校及幼兒園教職員工獎懲標準補充規定」辦理敘獎。

The staff devoted to this program will be awarded by “The Supplementary Regulations that Concern Staff Rewards and Punishments for Kaohsiung Municipal Schools and Kindergartens”.

    1. 經費來源:由「教育部國民及學前教育署補助辦理113學年度2030雙語政策-提升國中小師生口說英語展能樂學計畫」及高雄市政府教育局經費補助。

Source of Funding: Subsidized by the Department of National and Preschool Education of the Ministry of Education for the 113th school year in accordance with the 2030 Bilingual Policy, namely the - ‘Enhancement of English Speaking and Learning Program for National Elementary and Middle School Teachers, and Students, and the Kaohsiung City Government Education Bureau’.

    1. 本計畫經教育局核准後實施,修正時亦同。

This plan will be implemented upon approval by the Kaohsiung Education Bureau and will be amended by them as well.

著作財產權讓與同意書暨著作財產權受讓人創用CC授權同意書


一、著作財產權之授予

本人(下稱甲方)同意參與高雄市113學年度提升師生口說英語展能樂學計畫子計畫二之5-2「英語課採全英語教學教案徵選」而創作之著作,無償授予高雄市政府教育局(下稱乙方)重製、推廣公佈及發行之權利,並保證作品內容未侵犯任何第三人之權利,否則應就乙方因行使上述授予之著作財產權,而生之損害或損失(包括但不限於律師或訴訟費用)負賠償責任。

I (hereinafter referred to as Party A) agree to participate in the work created by Kaohsiung City’s 113th academic year to improve the oral English skills of teachers and students, sub-project 2-5-2 “Whole-English Teaching Lesson Plan Contest”, Grant the Education Bureau of the Kaohsiung City Government (hereinafter referred to as Party B) the right to reproduce, promote, publish and distribute the work free of charge, and guarantee that the content of the work does not infringe the rights of any third party. Otherwise, Party B shall be liable for any consequences arising from the exercise of the copyright property rights granted above. Liability for damages or losses (including but not limited to attorney or litigation fees).


二、創用CC授權之同意

乙方同意將上述之甲方著作,以創用CC『姓名標示-非商業性-相同方式分享』臺灣4.0版對不特定之公眾授權;乙方仍保有受讓自甲方之著作財產權,但同意授權予不特定之公眾以重製、散布、編輯、改作、公開口述、公開播送、公開上映、公開演出、公開傳輸、公開展示之方式利用該著作,惟利用人除非事先得到乙方之同意,皆需依下列條件利用:
