三、英文翻譯與作文：40分
請閱讀以下文章寫出英文翻譯和英文作文，包括兩段，第一段以英文譯
出該事件引起之爭議。第二段以新聞稿（news release）形式表達政府對
於環保與觀光的立場。每段以150字為原則，全文300個英文字。
復育多年有成的臺東杉原富山護魚區，每逢假日吸引大批遊客前來餵
魚，但遊客丟入海中的食物大多是高油脂的吐司、麵包、甚至油條，殘
留的食物在近岸區經海浪沖洗，使海面浮起一層油光，造成海岸污染。
更且，這些油脂降低海藻生長速度、破壞食物鏈，破壞海中食物鏈及生
態環境。幾年前當地公園管委會研發「海藻饅頭」販售，不含油脂又有
魚兒喜歡的海藻成分，鼓勵遊客買來餵魚，讓美麗的海洋環境永續下去。
然而近年來，遊客餵食的海藻饅頭吸引了大批魚群聚集在潮間帶，因此
也破壞了保護區的水質，造成潮間帶物種單一化。今年起已禁止遊客餵
食魚群。然而附近商家無視禁令，仍繼續販售海藻饅頭，遊客們也仍然
繼續餵食魚群。
