基本理念
隨著地球村時代的來臨,國際間關係密切,文化交流頻繁,英語為國際常用語言,在此時代其重要性日益凸顯。對於學生而言,英語是認識世界、了解世界文化的重要工具,尤其基隆為海洋城市,港市合一的特質,讓基隆成為台灣面對世界各地的樞紐,平日大量的國際旅客、商務及經濟活動,讓基隆的學子長期便浸潤在國際村的氛圍中,更能體會英語為國際語言溝通的重要性。為配合本市推動國際城市的目標,提升本市學子的競爭力,再加上家長們的殷殷期盼,本市英語教學將從106學年度開始自國民小學一年級開始實施。
國民小學英語教學是學生英語基礎能力的養成階段,是奠定國人英語溝通及表達能力的基礎,同時在此階段,應針對學生學習能力與需求,培養學習英語的興趣及奠定良好的語言學習態度,並樂於分享學習心得;進而培養日常生活中英語聽、說、讀、寫之溝通能力、賞析與閱讀兒童文學的興趣。本課程綱要強調營造自然、愉快的語言學習氛圍,上課宜採輕鬆活潑、互動溝通的教學模式,教材內容及活動更要生活化、具實用性且有趣味。除了強調語言要素的學習外,更應注重聽、說、讀、寫等四種語言技能的培養。透過多元教材與活動的練習,循序漸進,讓學生藉由同儕及師生互動,多方面接觸英文,並實際運用,提升英語能力。為了維持學生的學習動機且不增加學習負擔,教材分量及難易度宜根據學生程度進行彈性的安排,學生的學習興趣與吸收能力應勝於教學進度的考量。本市基於上述理念,積極規劃國民小學全面實施英語教學計劃,期使增進學生對於多元文化的瞭解,更藉此擴展世界觀。
課程目標
培養學生學習英語的興趣及良好學習態度與方法,並能有效地學習。
培養學生聽、說、讀、寫等英語的基本能力,並運用於實際情境中。
增進學生對多元文化的基本認識與尊重,培養並開展學生的國際觀。
培養學生海洋城市世界觀,增進對本國與外國文化了解並尊重差異。
分段能力指標
【基隆市國小英語課綱之能力指標及重點意涵】
<說明>
英語文課程國民小學分為三個階段
第一階段:國小一、二年級
第二階段:國小三、四年級
第三階段:國小四、五年級
第一階段國小一、二年級的教學重點是以聽、說能力及培養學習興趣為主,在此階段教師可運用兒童在發音學習方面的優勢,強調聽、說的學習,並適時運用有趣的繪本及CD豐富學習,讓學生藉由大量的聽、說環境及體驗歷程的營造,奠定良好的口語溝通的基礎。第二、三階段的教學同時注重聽、說、讀、寫四個語言技能,豐富的聽、說活動仍舊進行,讀、寫活動以適時融入課程,讓學生藉由接觸簡易的閱讀 材料,以及適當的臨摹及填寫字詞等練習,自然體驗語言的不同形式,以收聽、 說、讀、寫四者相輔相成的效果。同時在學習的過程中,教師更需強調英語的實際運用,提供學生實際使用英語,發揮其工具性功能,藉以吸收新知、幫助個人身心發展。
本課程的分段能力指標分為語言能力、學習英語的興趣與方法、文化與習俗等三方面加以敘述,其中語言能力的陳述涵括聽、說、讀、寫及語言綜合應用能力。
<說明>
能力指標編號: 第一個數字代表能力類別,第二個數字代表階段,第三個數字代表流水號。
第一階段部分能力指標以「網底」標示者,代表該能力指標較為基本,應該優先在國小三、四年級達成。
九年一貫英語教學應涵蓋以下所有的能力指標,惟表中標有「*」號 者,表示各校在針對學生的能力特質或各校的不同時數規劃課程時, 可就該項能力指標選取或自行研發深淺、分量不同的教材,進行適性教學。
「1-1-1」代表依據教育部公布之英語能力指標。
範例(一):
L1-1 代表基本語言能力「聽」的低年段的第一條指標,即是指「能聽辨26個字母。」
範例(二):
A0-1代表「興趣與方法」一到六年級均適用的第一條指標「樂於參與各種課堂練習

實施要點
教學實施方法
聽、說、讀、寫的教學應配合分段目標進行之。其教學活動概要分佈比例大約如下:

多運用教具、有聲教材,如童謠、歌曲、節奏韻文(chants)、兒歌童謠(nursery rhyme)及律動、TPR…等,培養學生聽、說、讀、寫的興趣與能力。
運用故事、卡通、多媒體…等教學媒體,增進聽、說、讀、寫與理解能力。
教學時,儘量以英語進行,以增加學生聽與說的機會以及適當的教學情境。
聽力教學應以語意理解為主,口語教學應以生動活潑的表達方式。
教師可配合教學內容、學生的程度及興趣,設計有意義的聽、說、讀、寫互動(interactive)的學習活動,如:圖文對應、代換練習、遊戲、比賽、聽唱活動、角色扮演、腦力激盪(brain storming)…等。
教師可運用字母拼讀法(phonics)、閃示卡、實物或情境圖片…等來幫助辨識/強化字母、字、詞或理解字、詞與句子的意義,及其適當用法。
閱讀活動宜以跟讀、朗讀循序漸進,可以配合多媒體教材強化記憶及精熟度,培養基礎閱讀能力;跟讀與朗讀時,應注意發音、語調、斷句與速度。
運用熟悉的童話故事,提高閱讀興趣,增強基本閱讀能力。
運用菜單、時間表、行程表、地圖、指標等各種實際生活資料,活用英文能力。
書寫活動應依摹寫、拼寫、聽寫、書寫、創作,循序漸進。
每次上課應適時適量複習已學過的教材,並加深加廣內容。
可適時運用資訊融入及雲端資源活化英語教學,鼓勵自主學習。
教學時間
依教學需要每週安排二至三節正式課程,由學校自主彈性安排上課時間。
除正式課程外,得運用空白課程、團體活動、晨間活動、朝會時間等時間,實施英語活動或補救教學。
建議時間
低年段(一、二年級)—每週二節課。
中年段(三、四年級)—每週二節課。
高年段(五、六年級)—每週二~三節課。
學習評量
英語學習評量應針對教學目標,以生活化、趣味化及多元化為原則,重視形成性評量,設計適當的評量內容與方法,以提高教與學的成效。
多元評量:
運用指認、圈選、配合、連連看等方法,評量學生對字母、單字、短句等英文與圖片間對應關係的理解。
評量宜採過程評量,瞭解學生的學習起點,評量其個別進步的情形,其結果以質的評量方式呈現(如檔案評量,portfolio assessment)。
以遊戲、比賽、聽唱活動、角色扮演、配對、小組互動等方式,進行聽、說、理解與表達之評量。
適時、適量做總結性之閱讀能力評量。
以寫作檔案評量寫作能力。
小學一、二年級學習評量方式儘量配合聽、說評量方式(唱遊、過關等方式),少用紙筆測驗方式實施。
