whereas the individual knew no such restrictions. The first requisite of
civilisation is that of jus ticethat is, t he assurance tha t a law once made

The newc omer Taiwan has o uste d two-
time champion Ecuador t o win this
year’s [2016s] survey. In additio n to claiming 1st place out of 67
coun tr ies in th e ove ra ll ra nki n g, it is in the top te n for every individual
index! Ta iwa n holds first plac e in the Quality of Life and Person al Finance
Indices, impressing with the quality and aff ordability of its he althca re a nd
the enviable financial situatio n of expats living there .
The Asian Tige r scores second place in the Wor king Abroad Index. Over
one-third of expats in Taiw an (34%) are completely sa tisf ied w ith their
jobs, m ore tha n double the g loba l aver age of 1 6%. Expats are similarly
enthusiastic ab out their work-life balance (30% ) and job security (34%).
This small islan d cou ntry also h olds second p lace for overa ll sa tisfact ion
with life abroad, with 93% voic ing the ir general c onte ntment. Only Spai n
has higher ratings here. It comes as no surpr ise, then, that a majority of
expats in Taiw an (64%) pla n to sta y there longe r than thr ee years; with
more than ha lf of these (36% in total) even con sidering staying there
forever.
Taiwan pe rfor ms worst in the Ease of Se ttling In Index, although it still
comes in a r esp ecta ble tenth. H ere, its first place in the Friendliness
subcate gory is evene d out by much lower res ults in the Language
subcate gory, where it only c omes in 45th. N ine in ten e xpa ts give the
friendl ines s of local residen ts towards foreigners a positive rating,

problematic. It seems that many expats anticipated this challenge, with
35% naming the language barri er as a possible disa dvan tage they thought
